CURRENT REVIEWS ON ORGANIZATION AND EVALUATION OF CAPACITIES OF THE MEDICAL SERVICE OF THE ARMED FORCES OF UKRAINE

Abstract

The article analyzes the methodology for assessing the capabilities of medical service units of the Armed Forces of Ukraine. The focus is on the historical domestic and foreign experience of assessing the capabilities of the armed forces.

The directions of improvement of the methodology for assessing the capabilities of the medical service of the Armed Forces of Ukraine are analyzed. The lack of effective approaches to capacity assessment, as well as the need for developing new or improving existing algorithms and assessment methods are highlighted.

Capability-building defense planning is the next stage in the development of the strategic planning system, which greatly improves the quality of planning, enhances the ability of the Armed Forces of Ukraine to perform its intended tasks, in particular, introduces a mechanism for identifying and correcting risks.

The aim of the work is to analyze the world and domestic sources of information on contemporary views on the organization and conduct of defense planning and assessment of medical service capabilities in the armed forces of the leading countries of the world.

Assessment of the capabilities of the Ukrainian Armed Forces Medical Service is a comprehensive tool for determining the current status of the level of functional capabilities of individual units and the system of medical care in general, identifying the risks of functioning in the context of the relevant scenario and workup specific offer on capability development.

Conclusions. According to the Strategic Defense Bulletin of Ukraine, the purpose of defense reform in Ukraine is the acquisition and maintenance by the defense forces of the required combat readiness level and ability to fulfill the tasks of defense of the state (defense capabilities), effective response to emerging military threats and military-political challenges to national security, the level of interoperability of the Armed Forces of Ukraine and other military formations with units of the armed forces of NATO member states and the EU to fulfill common tasks in international peacekeeping and security operations. One of the ways to achieve the determined goal of defense reform is the introduction of effective policy, planning and resource management systems in the defense sector using modern Euro- Atlantic capability-based planning approaches.
